Dropping Frames / Stuttering Playback - Direct Play

Works perfectly in Firefox, not in Jellyfin Media Player app

I'm genuinely stumped as to why my htpc won't play the content with almst the exact same format as yours.

My setup is a i3 12100 on windows 10. Direct playing so from the pc itself via hdmi to a lg g4.

In the media player the gpu usage tops out for some reason while in vlc/webplayer/kodi it doesn't. I have tried turning on/off everything reinstalled, factory reset to no effect. I feel like I'm losing my mind
