I use Tailscale as a VPN for my server, and unfortunately they don't support Roku

Bigger issue. I highly doubt -- as somebody who works in higher ed, formerly in IT, good friends w/ our wireless network admin -- your university could even identify the streaming traffic from a few users. They're more concerned about people running their own networks and borking WiFi for an entire floor of dorms.
