Viewing a livestream on Jellyfin?

How to add a network stream to Jellyfin.

I'm not sure if simply putting the mp4 in a m3u would work, but it is worth a try. If that doesn't work you may need to use a live TV proxy like TVHeadEnd to serve up the video stream.
