The box we unchecked, "Enable Intel Low-Power HEVC hardware encoder", does not disable HEVC encoding. Just runs HEVC in a "standard" profile instead of a "low power" profile. The difference in power consumption is minimal, but unavoidable anyway since your iGPU doesn't support low power encoding for HEVC.
There is a separate check box, "Allow encoding in HEVC format", that enables/disables HEVC encoding altogether.
HEVC 10-bit, 4:2:0 chrome subsampling, is not rare. It is the format that nearly all HDR content uses. And a lot of SDR content as well.
Your GPU does support decoding it, which you enable by checking "HEVC 10-bit".
