Stop Jellyfin, open C:\ProgramData\Jellyfin\Server\config\system.xml (I think that is the right path) and then change "IsStartupWizardComplete" from true to false.
Start Jellyfin. Open an incognito/private browser tab and navigate to your jellyfin server. It should walk you through the initial setup wizard. Recreate your admin account, click Next for everything else. Once you've finished you should be able to log in now.
