You could use WSL2 instead of using a VirtualBox VM. WSL2 is Ubuntu based and you can install Docker with in it. You'd setup rclone in WSL2 the same way you did in your VPS since WSL2 is pretty much a full Linux OS.
If you don't NEED to preserve your Jellyfin data, you could start fresh and install directly on Windows. Rclone has a Windows client. Though I don't know how you'd adapt the rclone service file for Windows. I'm assuming there is some config file you'd add those parameters to.
