Yes, I'm sorry for not specifying, that first address is specifically for my ISP AFAIK, I guess it might work for anyone, but it's mainly for use by my ISP's customers. I cannot log into my router locally, only via their website, and several people claimed that address was to test the customer IP address. I could try calling my ISP on Monday, though I doubt I am on CGNAT based on several forum posts on closed community forums claiming those steps were the correct way to test.
Edit: I am able to open ports on my router via my ISP's website, and I did open the jellyfin port prior to my previous comment (no lag, disconnect between 7-10 minutes).
