Jellyfin, currently, will always tone map when video is transcoded. Even if only to burn in subtitles. There is ongoing work to add HDR to HDR transcoding with no ETA on when that will be added to Jellyfin.
Due to the complexity of HDR, the many many kinds of HDR, and weird edge cases, HDR to HDR transcoding not as simple as you'd think.
