Starlink uses CGNAT. Hosting a service directly from your server at home is not possible.
There are ways to do this. Some VPNs providers have options for a static exit node IP. You could also rent a VPS and setup the VPS as a wireguard server. The Jellyfin server on your home network would be a wireguard client connecting to the VPS. Then on the VPS you would need to setup a reverse proxy to forward traffic to the Jellyfin server's wireguard address.
