Did you set a rate limit for remote connections? 10Mbps seems like a limit one would set if you had a limited upload speed. Are your Roku devices not being detected as local clients?
Go into the main Jellyfin log and search for "IsInLocalNetwork". This will appear every time playback is initiated on any client.
