Can ANY other device connect to your server? You only mentioned the one Android box. If no other device can connect, I'm wondering if AP isolation is turned on for your WiFi.
You can also check the firewall status of jellyfin.exe. I know you said that you turned it off, but let's double check.
Click Start > type Resource Monitor > click the Network tab > expand the Listening Ports table.
