Maybe. Not buffering specifically, but it would log any connectivity issues with the client. And the logs would give me a better idea of how it is configured and its general health.
But, if there are no logs indicating Jellyfin specific issues, it may just be a limitation of your VPS provider. Either in network resources or whether another tenant on your server is hogging resources, assuming this is a shared vCPU kind of VPS.
