I feel like I'm been umming and ahhing over a decent Jellyfin setup for months now, and I've read so many threads with contradictory advice. So I thought it was probably best to ask for some recommendations from people who know so I can actually make a decision! I know that NASs aren't advised, so I'm looking to build a mini PC or similar.
This is my first time self-hosting, and while I'm no a tech expert, I'm competent enough to build a machine. I'll admit I've not had a lot of joy with Linux in the past, so if I can avoid that it'd be great, but I'm pretty flexible if that's the best option.
What I want:
I don't want to spend an absolute fortune, maybe about £500 (I'm in the UK), but if that's unrealistic, let me know so I can budget appropriately. Feel free to ask any questions! Thanks for your help in advance.

What I want:
- Just to host video, ripped DVDs and Blurays
- Transcode (but only down from 1080p, I don't have any 4k content)
- Host for a couple of family members with their own accounts
- Plenty of space with room to expand
- Quiet and compact system as it'll be in my home office/workspace and I don't want to listen to fans all day
- Some amount of backup so I don't have to rip everything again when a drive fails!
