Hi! So to help it'll be useful to know a few things first:
1) When you say you're attempting to connect to localhost, is this on the computer running jellyfin or on a different device? If a different device, localhost won't work and you will need to use the ip address of the computer running JF to connect (will probably be something like 192.168.1.100, you can find this information fairly quickly from a 'network and control' panel)
2) Is the computer running JF on the same network that you're attempting to connect to it from (e.g. both on your home router?)
3) you mentioned that you added a rule in your firewall, are there any antiviral softwares running, and did you also add rules for port 8096 to those?
4) are there any logs generated? (probably under either or if on Windows) If so, can we see them?
