I have resolved this issue, but not sure what fixed it for sure.
1. Had my server powered down since I couldn't get it working; when I powered it up to try fixing it again, my windows 10 install wouldn't boot and eventually I the "last quality update" to get it booted.
2. I checked version numbers of my server and found mine was not the most current, so when I got booted I updated the server version.
Probably my issue stemmed from my server version being out of date, but not 100% sure.
