I finally sat down and tried to figure out the issue and found a solution. I haven't been able to find anyone with a similar issue so thought it best I post a response somewhere.
Part of my issue is that I am using a cloudflare tunnel to allow internet access to my server, I believe from what I've read this makes my server see internet traffic as local. I'm a bit green on networking but that is my vague understanding.
Solution was to set my LAN networks in Dashboard/ Networking/ LAN networks. In my case that is 192.168.1.0/24
Now anything outside of my local subnet transcodes.
