SOLVED: 'Maximum allowed parental rating' Does Not filter 'Rated NR' Content

The option you have selected, "Block items with no or unrecognized rating information" should prevent users from viewing unrated content. If it is a bug, then it has already been fixed on the upcoming 10.11.0 release. I would suggest scanning the library with the scan for missing metadata option.
