I can transcode 3 concurrent files on a 7500T 1L HP mini pc so your 8500T is all good.
The difference is I am not using docker and have it installed on bare metal with Ubuntu 24.04 LTS
I am not sure how to help you with your issue but I just wanted to let you know the hardware is all good, so once you fix the config you're all set
