This quote above leads me to believe there is a more fundamental problem with your media (corruption etc).
It seems to work fine with the Windows Jellyfin Media player on a local connection.
I think when I try to view it from an outside network I get the same problems.
Does Tailscale prevent a problem?
It sounds like something is happening to your outbound/egress internet traffic, by your description. You could try Tailscale which is basically Wireguard VPN, or use Wireguard VPN directly. If you have a way to use a separate internet connection in order to rule out whether your primary is causing the issue, I would do that instead.
