10.11 RC5 Crashing server

Upgraded from 10.10.7 to 1011 RC5 and adding libraries causes the server to crash

OK I have done multiple clean installs and changed between RC5 and 10.10.7 back and forth, cleaning out programdata and program files each time. RC5 if I add a library and then add another it crashes, service stops and library is not added. If I do that with 10.10.7 it works without issue.
