Clearly I'm going to have to figure this out myself. If I do, I'll post the solution here in case anyone is looking in the future.
In the meantime, I have looked at the Windows Defender firewall inside and out. It is not interfering with any Port 8096 traffic. Rather, there are rules to explicitly allow Jellyfin to communicate on that port, I assume added when I installed Jellyfin server.
To test that idea, I disabled all firewalling completely. It made no difference, still could not connect with remote clients.
