I think I have figured it out.
In Libraries, make sure the "nfo"-checkbox is UNchecked.
Rescan your libraries.
I just tried this, and the amount of files in my Poeple-folder is starting to increase dramatically.
There's something in how Jellyfin checks the nfo-files that makes it avoid updating the images for cast/crew.
