I have the same problem after upgrade in Windows 11. I 'Open Jellyfin' from the application in the windows tray and it launches to http://localhost:8096/web/index.html which shows the Jellyfin logo and no menu options.
To access the Jellyfin home page, I have it bookmarked and it works, http://localhost:8096/web/#/home
So for the interim, have to access the saved bookmark.
