Yeah, I had that too when the migration effort failed on my machine. I had to get a backup from the earlier in the year before the initial migration started and copied over the config and data directories as well as moving back to a 10.10.7 version to get it to come back up.
From there I've been playing around with the backup and moving back and forth between the two version to see if I can salvage the obviously not going to update libray.db file. I think I may have a non-optimal solution of deleting all of the library.db and .bak/.old files and just rebuilding from there since I can at least get over to 10.11.1 with all of the users intact.
