Nope, you're not doing anything wrong.
Tag search was added in 10.9, but it slowed down search so much that they disabled it again in 10.10. I think it'll eventually come back now that the EFCore migration happened for 10.11, but I'm fairly certain it's not re-implemented yet.
There's a plugin you can use that links Jellyfin search to a mellisearch db, which takes a bit of setup but I'm fairly sure does tag search. https://github.com/arnesacnussem/jellyfi...eilisearch
