Your file is a MKV file, and some clients (including the WebOS client) have a limited support for that container. And also, your movie is DV, and DV is very tricky when it comes to WebOS (the native HLS player is kinda buggy). Try remuxing the file to MP4 without transcoding to preserve quality and save encoding time, and play with the settings "prefer fMP4-HLS container" and "use shorter segments" on your WebOS client. Try enabling them both, and if it doesn't work, try disabling them both. If your file is MP4 instead of MKV and both settings are enabled, you may experience some stuttering, but the file should be playable.
