However, once the android tv app starts a stream, everything takes a nosedive.

Try lowering your bitrate in AndroidTV.
Go to Preferences --> Payback --> Advanced playback preferences --> change Max streaming bitrate to 40 Mbit/s.
See if that helps. You would need to do that for each user or there is a global setting in server admin that changes it for all users.
