Interesting! Looks like the VAAPI initialization is indeed missing from your FFmpeg command. This is often a crucial step for hardware acceleration to work. Did you try forcing it in Jellyfin's transcoding settings?

Also, you can compare the FFmpeg parameters in Jellyfin to the one used by Retro bowl , in order to have some hints on what is missing.

Consider checking your VAAPI drivers are correctly installed/configured on Debian 12. (Good luck!)
