First, make sure each movie is titled and organized correctly: Movie name (year) [tmdbid-xxxxx] and that that's the same for both the folder holding the file and the file itself. Then once the metadata fills in, scroll to close to the bottom of the metadata page and tick the "prevent metadata changes" check box.
Then create a new collection. I've found that titling it "......... Collection" makes it work perfectly every time. This may be just an anecdote but it is what I've seen. Add a 2nd movie to that collection and it should be created. You may have to refresh or even rescan the library.
One thing is that sometimes Jellyfin wants to let changes "marinate" over night so if you don't see the change apply immediately, just let it do its thing.
Rereading your post, this may not be answering your question so much as asked but doing these things SHOULD fix the issue you're seeing.
