    Do I need to allow remote access if I am using a wireguard VPN to access the server from a local address?

    Depends on what address you use for the wireguard clients. If you use the default 10.X.X.X addresses for wireguard, the default config for Jellyfin would treat those as local and you do NOT need to enable remote connections.
