Command to play video on specific client?

I want to make a Conan-style "Walker Texas Ranger Lever". It's be easiest if I could send a command to play a walker clip on a specific client. Any way to do this?

Not with any of the official clients. And none of the 3rd party clients I am aware of.

I'd imagine is it possible if you created a custom client that allowed that.
