Direct playback / transcode with Intel ARC 310 and Ubuntu 22.04

I am looking for some help figuring out why my driver installation on Ubuntu 22.04 doesn't work.

The system:
Ryzen 5 5600
AsRock B550 Phantom Gaming 4
AsRock Intel ARC 310 Low Profile.
Ubuntu 22.04 with 6.5 kernel and HWE

You need to select Intel Quick Sync in Dashboard > Playback.
