I am a disabled user and I have trouble reading, I use special software to help me read like ClaroRead or Talkie: text-to-speech, I am also fan of Anime and I been watching Anime for really long time with Subs and Dubs, I use a Polish media player called ALLPlayer (https://www.allplayer.org/) Forever because ALLPlayer has a feature that allowed me to the read out loud the subtitles, It's was called Dubbing but now it is called Speech Synthesizer and this is a Reader function allows you to listen to subtitles in movies out loud,
Do Jellyfin have something like that maybe I just can't find it or did someone has made a plugin for this? I would enjoyed watching Subs Anime on my TV.

    Much appreciated if someone help.

I am not aware of a plugin for Jellyfin that does this. I'd look for a browser plugin, independent from Jellyfin, that can read SRT subtitles. Hopefully your content has SRT subtitles as that would be the easiest to parse.

A cursory search reveals that such browser plugins exist and work with Youtube. Give one of those a try and see if it works with Jellyfin?
