I did some test and turns out that if I lower the quality more it switches to the gpu. I had to go down to 480 3Mbps and when i go bach up it returns to cpu.

How much CPU usage are we talking? What you are describing doesn't make sense.

the video is at 1080 60 Mbps an i was watching at 720 8 mbps

Make sure you are selecting the ffmpeg log that corresponds to that activity.  Also, upload the log to sourcebin instead of pasting it directly in a post here.

    25-30% on a ryzen 3 3100

I missed this edit.  25-30% on a Ryzen 3100 is definitely NOT video transcoding.  If it was video transcoding it would be at or close to 100%.  25-30% is definitely consistent with an audio only transcode.

ok. So it doesn't transcode video at all unless it's under a certain quality?

I know the quality selector mentions resolutions, but the bit rate specified is the only thing that matters.

The video in the log you shared has a bit rate of about 3.6Mbps.

    Code:
    Duration: 01:43:14.05, start: 0.000000, bitrate: 3653 kb/s
    Stream #0:0: Video: h264 (High), yuv420p(progressive), 1920x808 [SAR 1:1 DAR 240:101], 23.98 fps, 23.98 tbr, 1k tbn (default)

You would have to select a bit rate below that before it is transcoded.
