Yeah I ended up finding it but it didn't fix the issue on the AndroidTV. Also, it seems that it would disable the ability to play back videos that are in HEVC or AV1 directly according to the description.
I am pleased to report that after updating my server to 10.10.3 and the AndroidTV app with the release of 0.18.3, my files are playing back and transcoding with subtitles enabled or disabled just fine.
