Hello,
I have HDMI Capture to capturing the Digital Camera. Can we use jellyfin as media streaming, so other devices can stream video from the digital camera?

You can try doing that by setting up an HLS stream from the camera and generate an m3u playlist which includes that HLS stream as a channel, then setup and m3u liveTV tuner so it can be streamed in a way like livetv.
