Very Poor Streaming Quality Issue

I'm having an issue where, even when watching from the server device itself, playback is nearly unwatchable. I have an ethernet connection, but I still constantly drop frames and buffer. I have not been able to reliably watch a single show or movie to date.
Any insight would be very appreciated.
