(Newb) Phone Videos Freeze

I am using Jellyfin after years with Emby.  I have some home videos from my phone (Galaxy S23) that freeze up^when playing back... usually they freeze for a few seconds and restart.  The same videos played fine on Emby with no tweaking.  Other conteht seems okay--my theory is that the bitrate is the issue, but these files direct-play on the same playout hardwrae (Onn Media Player) with Emby.

Any ideas?

Does this issue only happen on the Android TV device?
