Jellyfin wont open after fresh reinstall

i have a GMK tek G3 mini pc with windows 11. the first set up was fine it all worked until i tried to mess around with port forwarding witch didn't out so ima try meshnet. so i reset all setting on my router and reformatted my pc to start again from scratch. but with the reinstall the  jellyfin tray app doesn't open, but on task manager its running in the TASK MANAGER (back ground process) and the console runs without crashing  txt below.

iv looked for logs temp folders and removing everything and reinstall with an older version with no luck, current version is 10.8.13 x64
any help would be mint.

Uninstall. When you run the installer again, right click and run as admin.
