Metadata Tags Updating Issues

I have a question I hope I can get some help with.
I currently have a QNAP Nas that contains my music collection of 60,000 tracks.
I have Jellyfin ver 10.10.1 installed. 
I also have Plex version 4.141.0 installed
I have Foobar2000 version 2.24.1 installed on a Windows 11 laptop.
I use Foobar2000 to edit my music collections meta data, specifically ratings and genre
I understand that ratings do not transfer from Foobar2000 to either Jellyfin nor Plex
I am trying to get the "genre" field to be synced between the three programs.
I have for example, a genre in Foobar2000 that contains 78 tracks.
I have rescanned my music library in both Jellyfin and Plex
When I go to Jellyfin, it shows I have 65 tracks
Plex shows 73 tracks.
I went into Plex and updated the genre metadata to match the 78 tracks that Foobar2000 shows.
Then rescanned the Plex library, and then the Jellyfin library.
Plex matches Foobar2000, but Jellyfin still shows 65 tracks (instead of 7.
Is there something I'm missing that causes these results?

Are the tag separators consistent?

Yes, using a semi colon

Try enabling custom delimiters.  I'm not sure what the default tag delimiters are.

I enabled the custom delimiters as suggested.
And I did another library scan and it fixed nothing.
I then did a library scan where I replaced all the metadata and that fixed the issue (it took hours to run).
However, I went and edited another track for genre after the replacement scan and the problem is back again.
Jellyfin is not picking up the changes.
I do have "Enable real time monitoring" checked, so it should see the changes as they're made?

Real time monitoring only works for directly attached disks or properly setup SMB network shares.

I don't fiddle around at all with tags like this, so I'm not familiar with the ins and outs of who Jellyfin works with them.

You can try adjust Jellyfin Metadata Settings:

• In Jellyfin, go to Dashboard > Libraries > [Your Music Library] > Edit Metadata Settings.
  

• Check the “Metadata readers” section. Ensure “Use embedded tags” (or similar) is enabled and prioritized over online fetchers like MusicBrainz. You might need to disable external metadata providers temporarily to force Jellyfin to rely solely on your file tags.
  

• Under “Refresh metadata,” select “Replace all metadata” instead of just scanning for new files, then trigger a full library refresh.
