I downloaded Jellyfin in my new Asustor AS6704T.  I clicked on the icon and it opens a browser in Chrome or Firefox but i get an error message "refused to connect".  I am running Windows 10, accessing the nas from my laptop.

There's a bit more setup involved than downloading the app. Seems like the Asustor version is a Docker container. Have you looked at the setup for the Docker container version of Jellyfin?

Can you share what the control interface looks like? Or have you ever run Portainer? That might be a better route to go since it provides a GUI to run your Docker containers from...
