Can you explain what you are asking for as it doesn't make sense.

What is "nitrol"?
And are you referring to a video by stating those timestamps? You didn't link to any video.

If this is for live TV recordings, you will need to setup recording post processing and then setup an app called Comskip.

The mechanisms built into Jellyfin require that there be chapter markers for intros, commercials, outros, etc., and that the chapter names themselves be labeled appropriately.

For media that doesn't have chapter markers, or doesn't have labeled chapter markers, intro skipper (3rd party plugin) and comskip will analyze the videos to find intros and commercials, respectively.
