Number of connections on a client

How to set restrictions on the client for the number of connections?
0 is the default, what does this mean?
If I use 1, is this only 1 connection?
But this doesn't work, can still connect multiple devices.

That setting is known to flakey. For some users it doesn't work at all and some users it is over zealous.

I don't know what the state of this is in 10.9. Whether these issues were resolved or not.
