Playlists still not shared between users on 10.9.1

I understand there was a bug in 10.8 that prevented other users from seeing my playlists. After upgrading to 10.9.1, users still can't see each other's playlists. I also tried the old workaround of having the other user create their own playlist, but that didn't help.

In case anyone else is confused like I was, 10.9 made playlists specific to the user, not automatically shared. The ability to share playlists is coming but not in 10.9.1
