auto bitrate for jellyfin android client

Im using android tv app on most of my clients. It works perfectly because all the clients are capabele of direct streaming. But the client in my so house is crippled with extremely slow internet so I indeed to transcode everything under 20mbps now my server is more than capable and all the other clients do transcoding without any problem.

This client however doesn't seem to auto change the bitrate nor does it apply the global bitrate set in the apps settings (android tv) it only transcodes when asked via the menu in the player and not the one in the settings. Is this a know problem.
