I had a similar problem last year, where I kept getting this error code (133) and the docker container kept restarting. Back then the issue appears to have been the space on a device, but now I just switched to a new device, a Raspberry Pi 5, and it's doing the same thing again.
There's plenty of space on all connected drives, including the one I'm telling it to put the cache and config in.
There are no logs because Jellyfin never actually starts. Docker says "starting (healthy)" for about a second and then it says "Restarting (133) X seconds ago"
I'm fine with rebuilding the database, but I'm not sure how to do that.
