Anyone confirmed it's working for them (in 10.9.0 unstable)?  It..seems like everything is in place, I get all the right answers from the ffmpeg test output, clinfo looks right, and I get video but I can't tell if it's using the VPU.

/sys/kernel/debug/rkrga/load always shows 0%.

Most common videos can be played or streamed directly. So you probably haven't triggered transcoding, or the ffmpeg process has been paused by Jellyfin server to throttle when you check rkrga occupancy.
