The Chapter Segments Provider plugin creates media segments from existing chapter makers in your media. If you don't have them, that it won't produce any media segments.

The Intro Skipper plugin analyzes your media and creates media segments based on their detection methods.

You need to have one of these plugins installed to use media segments in any client.

True but with Roku, you can set the skip outro to appear before the end of the media. So if you set this to 60 seconds, the button will show up 60 seconds before the end of the episode.

The new update 3.0.2 still has issues with the skip outro. Some episodes work (direct play), some not (Also direct play). When it doesn’t work, the media goes to 0.00 (you can see a pause of the end credits) but seem to be stuck in a buffering state. After awhile, the screen goes black. So almost fix, if it could skip 1 seconds before the end of the media, I think that might do the trick.
