Servers won't refresh anymore

Hello,

clicking on the little 3 dots on my MOVIES library icon > SCAN LIBRARY > SCAN FOR NEW AND UPDATED FILES > REFRESH 
(http://localhost:8096/web/index.html#/da.../libraries)
stopped working for me about a month ago. 
I get a REFRESH QUEUED message in the bottom-left corner but the refresh never happens.
This happened on both of my jellyfin servers on the same day. 

So is this something that broke and hasn't been fixed yet?

The only way I can get jellyfin to refresh is to go to dashboard and SCAN ALL LIBRARIES.

I just discovered this method today. For a month now I haven't been able to add any content to my servers.

thanks for your reply.
I looked here for the logs http://localhost:8096/web/index.html#/dashboard/logs
It only has three log options.
Today's log, it says ERROR PROCESSING REQUEST.
