Not per user, but you can provide a list of allowed IPs.
Dashboard > Networking > Remote Access Settings > Remote IP Filter Make sure that Remote IP address filter mode is set to whitelist (default). This will not apply to "local" clients. Whether they be physically local, or on the subnet(s) you've configured to be labeled as "local".
